Many of the larger schools have nutritionists or dietitians or cooks on site who are familiar with the school lunch program nutritional requirements. Sadly, the national standards are set by board members who receive outside compensation from the food industry. Standards can be found on the Internet. Here is one site:

You will find that national standards recommend ketchup as a vegetable, ground beef, chicken, milk, and dairy. Sadly, these standards seem to be setup to help the food industry more than they enhance the health of students. High fructose corn syrup is common. Starchy refined breads are unhealthy. Deep fried foods are unhealthy. For an optimal diet, please see: http://www.tcolincampbell.org.
Over 75% of Hispanic and Black students have some form of intolerance for dairy. This is most often undiagnosed and unrecognized. Milk and meat is not required for a healthy balanced diet. Leafy green vegetables is a superior source of calcium and a whole plant based diet is healthiest. Dairy has been associated with diabetes and cancers.
Other good references include Dr. Dean Ornish and Dr. T. Colin Campbell.
